The contract is an agreement that allows for a shortlist of companies in seven regional “lots” and one national lot for their work. Companies can apply for places on all regional lots and, if they meet the requirements, they are automatically added to the national lot. openDemocracy reviewed the government`s database for “contract discoverers” and found that Serco was selected this month as one of five suppliers to join a $1.5 billion framework agreement with the Crown Commercial Service, which works primarily for the Department of Defense. The company has also received new contracts for garbage collection and street cleaning. Habitation in the folds of the American and British defence divisions gave the company the opportunity to seize unique business opportunities in the civilian sector, which could only be created by its proximity to the epicenter of military power. For example, a contract to manage tourist accommodation facilities in RAF Quedgeley, near Gloucester, has partnered with another U.S. outsourcing company, Securicor. Serco was awarded the DWP contract for an “emergency capacity contact centre” through an existing framework agreement with the department. It is not known whether other companies have been allowed to offer works.openDemocracy has asked the government to clarify the attribution process and the scope of the work that Serco is doing – but the DWP has refused to answer our questions.
